Conclusions from Milan: an European CSA movement has come to life

ne of the top priority missions given to the Kernel, the name of the coordination team set in Milan last October, was to draft a comprehensive report of the meeting held in Milan. This report is now available online on Urgenci website, as a result of an exciting teamwork. See below a synthesis of these conclusions.

he network, called Verband Regionale Vertragslandwirtschaft, currently consists of 9 different CSA initiatives, spread between Bern and Zürich areas. Permanent contacts have already been established with the French speaking Fédération romande d’agriculture contractuelle de proximité, that was represented in the first European meeting of CSA movements, in Milan in October 2012.

amedi 27 avril 2013 a eu lieu la première rencontre du réseau suisses alémanique d’agriculture contractuelle de proximité, la version suisse de l’Agriculture soutenue par la communauté ou encore des Associations pour le maintien d’une agriculture paysanne.
Le réseau Verband Regionale Vertragslandwirtschaft regroupe actuellement 9 initiatives réparties entre les agglomérations de Berne et Zürich. Des contacts ont déjà été établis avec la Fédération romande d’agriculture contractuelle de proximité.

I attended the study tour of AMAPS (Association for the maintenance of Peasant Agriculture) with people from UK (5 in total) Croatia (2) Hungary (5?) Austria (3) France (2) and Germany (1). The trip was organised by Jocelyn Parot of Urgenci and funded by Grundtvig.
My impressions
I came, especially to learn more about:
· AMAP longevity, identity and dynamics (social interaction with members for instance)
· Network functionality, regionally and nationally
I wanted to find out more about these aspects to enrich the knowledge base for us to make decisions in the UK on the founding of the UK CSA network and raising of the profile of CSA generally.
This was a very worthwhile insight into how AMAPS work and why they have been so successful.

Coming home, I have a grasp of what is happening concerning CSA within many EU countries, a feeling of who is involved within each of those places & a much clearer picture of where I see our own CSA’s developing. I also have a greater understanding of the sustainability agenda in relation to food. My understanding of ‘solidarity’ across European borders has grown.

Urgenci renforce sa présence en Asie et dans les Amériques. URGENCI, le réseau international de l’agriculture soutenue par la communauté, a atteint un nouveau stade de maturité lors de son Vème Symposium bisannuel, qui s’est tenu du 20 au 23 Janvier 2013 à Monterey, en Californie. Les trois premiers colloques avaient eu lieu en Europe, à Aubagne, en France (2004 et 2008) et à Palmela, au Portugal (2005).

Constant laughs and smiles are blazing as the 30 participants to the regional AMAP meeting jump into the moving debate drills, in a centre for associations in downtown Caen, Basse-Normandie. The young facilitator is launching the first debate proposal: « a bilateral contract should be signed between each consumer and each producer of the AMAP ». The participants should regroup in 2 poles in each corner of the room: opponents and supporters. Each group prepares its arguments, before trying to convince the other group.

The new platform of European CSA movements is designed to operate exactly like an umbrella: most of the time, the umbrella is open, and the working groups are working autonomously, on a thematic basis, trying to keep it cross-border. Then, the umbrella is pulled shut during regular physical meetings, and everybody comes together.

CSA Farm Visit – France, Rhone-Alpes, Germany, Freiburg 3-7 July 2012 (ENG)

The farm visit into France and Germany on 3rd to 10th of July was attended by 2 Czech adult learners (Perla Kuchtová and Kateřina Pařízková) and one staff member (Jan Valeška). Both Czech learners were from consumer party. Kateřina Pařízková is a coordinator of newly borning CSA scheme in Brno and Perla Kuchtová, university teacher with deep interest in CSA and alternative agriculture issue, also a member of newly rising CSA near Prague. Other participants came from Slovakia (1) and Austria (4).
Farm visit was organized under the framework of Community supported agriculture for Europe coordinated by international CSA network, URGENCI. The event itself took its start in Lyon on 3rd of July where all the participants gathered in the Alliance PEC Rhone-Alpes office for initial introduction of all participants and organizers. Then the AMAP development history, principles, contemporary challenges, MIRAMAP a network organization and one specific example were presented by different speakers. In the evening an awesome pique-nique on the banks of river Rhone took place.

he Information tour in the Czech Republic within the “CSA For Europe” programme took place on January, 20-24, 2012. It was focused on general public and farmers that already are involved in direct sale, veggie boxes, etc., but mostly were not aware of CSA at all. The information tour was meant as a set of workshops, lectures and public discussions in four major cities of the Czech Republic. The events took place in Prague, Brno, České Budějovice and Ostrava.

A new report from the Soil Association has found: 70% of CSA members say their cooking and eating habits have changed, 46% say their health has improved, 70% say their overall quality of life has improved. These and many other benefits and impacts can be found in the report. It’s an inspiring read, but also has useful facts for any funding application you’re making.

As the scheme was partly paid on state money (up to 50 to 70 %, members paying the difference), Merit wanted to meet organic agriculture organisations and learn about different marketing means. We put her in touch with GABB Anjou, with Coralie Pireyre, who partly coached them during their stay. As for us, we prepared this « return trip » with much enthusiasm, as it was for us a logical following of our Estonian dissemination mission in Estonia with URGENCI in 2009 and 2010.

Comme il s’agissait d’un projet financé en partie (50 à 70% ? – le reste à la charge des participants) par l’Etat estonien dans la cadre de l’agriculture biologique, Merit souhaitait rencontrer des organisations de l’agriculture biologique et voir d’autres moyens de commercialisation. Nous l’avons mise en contact avec le GABB Anjou, avec Coralie Pireyre, qui a « encadré » une partie du séjour. De notre côté, c’est avec enthousiasme que nous avons préparé ce « retour » comme une suite logique de notre essaimage en Estonie avec URGENCI en 2009 et 2010.

Urgenci fait partie d’une coalition qui lutte pour une Politique agricole commune qui puisse faire renaître l’espoir parmi les paysans, au lieu de limiter la Souveraineté alimentaire.

In the platform we try to advance the cause of CSA. We have info about various sorts of CSA on our website, and this year we organised a meeting for people involved in CSA and formed a group. Our first activity was to get a political party to ask questions in parliament about procurement rules for national and local governments, for a committee revising those rules had just advised the government NOT to include ‘regional products’ as one of the criteria.

While Local and Solidarity –based Partnerships are developing and opening economic possibilities for thousands of small farms, the pressure of town planning on the arable lands around urban centres is not weakening. On the contrary, it is now a new farm, the farm of Veronique and Alain Gatti, in the suburbs of Toulouse that is seeing its future overshadowed by a change in classification to one of urban zone. This 2 hectare farm is well-known to the activists of Urgenci, as it has received Portuguese and Czech delegations in 2007 and 2011 respectively.

Tandis que les Partenariats Locaux Solidaires se développent et ouvrent une perspective économique à des milliers de petites fermes, la pression d’urbanisme sur les terres agricoles périurbaines ne faiblit pas. C’est aujourd’hui la ferme de Véronique et Alain Gatti, à St-Jory en banlieue toulousaine, qui voit son futur assombri par un classement en zone urbanisable.
Cette ferme de 2 ha est bien connue des militants d’Urgenci, puisque des délégations portugaise et tchèque l’ont visitée en 2007 et 2011.

Après cinq jours d’échanges intenses et constructifs, le Forum européen Nyeleni 2011 pour la souveraineté alimentaire s’est terminé hier par l’adoption de la Déclaration Européenne pour la Souveraineté Alimentaire.
Plus de 400 délégué(e)s de 34 pays d’Europe se sont engagé(e)s à renforcer leur capacité collective pour exercer un contrôle citoyen sur notre système alimentaire et dénoncer celui imposé par l’agro-business. Ce faisant, ils ont élargi et renforcé le mouvement européen pour la souveraineté alimentaire.

es pays du Sud recensent 80% des ressources naturelles mondiales, attisant la convoitise des sociétés transnationales. Celles-ci sont prêtes à tout pour se les approprier à coup de brevets et autres titres de propriété intellectuelle.
Pour tenter de pallier cette biopiraterie, la Convention sur la diversité biologique propose un « partage des bénéfices » entre ces firmes, les peuples autochtones et les pays du Sud.
Presque 20 ans après l’entrée en vigueur de cette Convention, ce partage est-il réellement « équitable » et « bénéfique » pour les peuples ? Garantit-il la poursuite de l’innovation collective ? La valorisation marchande de la nature permet-elle de protéger la biodiversité ?

n 28th and 29th of March experts from three European countries visited Prague and Pilsen to present the concept of small-scale farming known as community-supported agriculture. Practised in the Western countries for several years now, this system helps small-scale farmers tide over their existential problems, bringing consumers quality local products plus good knowledge of their producer and supplier, the actual place and method of production, while bridging over the gap between the town and the country.

Summary of the project:
A 50-share vegetable CSA scheme based near Leeds, West Yorkshire, in a 2 acre walled garden. Members sign up for 12 months, at £614 for a full share, and £372 for a half share. One full-time grower is contract employed. Budgetary and planting decisions are made by the landowner.

Summary of the project:
The Community Supported Agriculture scheme farms around 700 acres on two farms, 3 miles apart; they are Tablehurst and Plaw Hatch. For 20 years, 500 acres of this land has been farmed bio-dynamically and the remaining 200 acres, which have recently been rented, are undergoing conversion to bio-dynamic status. The farms have an annual turnover in excess of £1m.

NAME OF THE LSP/CSA : Stroud Community Agriculture (SCA), UK.
Summary of the project:
In 2001 a group of people came together to find a better way to feed themselves. Within 3 months they were renting an acre of land and employing a vegetable grower. Within 2 years they had set up Stroud Community Agriculture (SCA) as an Industrial and Provident Society, were renting 23 acres of land, providing vegetables and meat to 60 families and
making a profit.
Six years on SCA is:
- renting 50 acres,
- employing 2 full time farmer/growers,
- providing vegetables and meat to 189 households,
- making enough profit to pay a bonus to its farmers/growers,
- paying for a part-time treasurer and membership administrator,
- buying in citrus fruit and olive oil from a sister CSA in Spain,
- maintaining a regular programme of social and working events.

NAME OF THE LSP/CSA : Gas Calci, Italy.
Summary of the project:
An ethical purchasing group (gruppo d’acquisto solidale in Italian- Gas) is composed of people who decide to get together for purchasing wholesale foodstuffs or everyday products, which they redistribute among them selves.
A group of purchasers is said to be “solidarity-based” when they decide to use the concept of solidarity as a guide criterion in the choice of the products they buy. It starts with members of the group addressing small and local producers which supply the products and is expanding to the respect for the environment, for the people of the “ south of the world” and to those who – because of the unfair distribution of wealth – are victims of the unequal consequences of the current model of development.

Summary of the project:
The community has formed around the environmental centre in Prague that provides free space for deliveries. Formally, the civic association PRO-BIO LIGA runs the community, however in praxis it is run more or less by the members. The community supports three farmers throughout the season mostly by means of payments in advance.

Summary of the project:
Gela is the first CSA-project in Austria. It started in December 2009. In the gela-project consumers agree to finance one year / one season in advance. Without the strong influence of market forces, it is possible to share the risks and to sustain the “Gärtnerhof Ochsenherz” with the core principles of ecological sustainability, quality and diversity.

Plutôt qu’un compte rendu exhaustif sur nos visites et rencontres sur place, nous avons préféré relater ici nos impressions sous forme de flash-coups de coeur et synthèses des évènements et avancées par rapport à notre dernière visite. Nos rencontres se sont déroulées en trois temps :
- le premier avec Irena O’Connell et Sirkka Pintmann, initiatrices des OTT (sortes d’amap) et des groupes de consommateurs et des producteurs des OTT de Raasiku et Kuusalu ,
- le second avec Merit Mikk, de la Fondation estonienne de l’agriculture biologique avec des représentants de différents groupements d’agriculteurs biologiques et des groupes de consommateurs,
- le troisième, sous l’égide de Merit Mikk et à l’initiative de l’association des agriculteurs biodynamiques estoniens, avec un colloque au manoir de Saue sur les alternatives existantes à une alimentation industrielle et importée. Ce colloque a rassemblé entre autres les diffférents représentants des groupes ci-dessus ainsi que des producteurs et consommateurs indépendants.

In the model established by Ehne, it is clearly a producer Union that takes the initiative. It is the Union that offers its human, logistic and communication means at disposition. It is the Union that structures the network of producers and, ultimately, makes the last decision between all of the suggestions. The Union also makes the tradeoffs. This reminds of the Quebec case where the committee is in charge of following the Equiterre network, made of 12 farmers that represent the 100 of farms in the network that makes the decision whether or not to integrate the farmers willing to participate in the community supported agriculture. The professional dimension is even more affirmed than in France, which is presented as an answer to the will of the producers themselves.

Nekasarea : is a network of organized producers and consumers that have been operating in Biscaye for the past two years. Beyond the Basque wordplay, which the reader will certainly have understood, is hiding a structure for which the word organization is not an empty concept. For the past four years, the farmers Union Ehne-Biscaye, founding member of La Via Campesina (in 1996), has devoted a lot of time and effort to the implementation of initiatives in Partnership and short-circuits in food production and distribution. This was inspired, among others, by the French AMAP (Community Supported Agriculture) experience. In 2010, there are already nearly a hundred farmers who organize their production to sell directly to consumers.

Depuis 4 ans, le syndicat paysan Ehne-Biscaye, membre fondateur de La Via Campesina (en 1996), consacre ses efforts à la mise en œuvre d’initiatives de circuits-courts alimentaires et en partenariat, inspirés, entre autres, de l’expérience des AMAP françaises. En 2010, on recense déjà une centaine de paysans qui organisent leur production afin de réaliser une vente directe avec les consommateurs.

The N.I. Vavilov Institute of Plant Industry is the only research institute in Russia dealing with the collection, conservation and study of plant genetic resources. The Vavilov Institute developed from the Bureau of Applied Botany founded in 1894 in the Russian Ministry of Agriculture. In 1967, it was named after Nikolai Ivanovich Vavilov who, as the Institute’s director from 1921 to 1940, dedicated his career to collecting hundreds of thousands of cultivars from all over the globe. As a result of challenging the presiding thoughts about genetics, Nikolai Vavilov was thrown in jail by Stalin and died in prison in January 1943. The Institute owes its tremendous prestige, its dramatic history, and the wealth of its collections to the figure of Vavilov.

Notre visite dans la région Ile-de-France a duré cinq jours. Durant tout ce temps, nous avons pu visiter sept fermes qui fonctionnent en AMAP, dont quatre étaient en maraichage, deux étaient en arboriculture (fruits, jus de fruits, cidre, vinaigre de cidre, etc.) et une était spécialisée dans la production de fromage de chèvre. Lors de nos visites de fermes nous avons eu l’occasion d ‘assister a une distribution de paniers de légumes chez Jean-Louis Colas (à la ferme même).
Une partie importante de notre visite a été consacrée à la rencontre des mangeurs (ou AMAP’iens) surtout ceux de l ‘AMAP de Fontenay-sous-bois (la ville où nous avons logé, chez Sylvie et Marie-Pierre). Nous avons eu l occasion d’échanger lors du repas commun au restaurant associatif de La Milonga, organisé par les Amapiens, mais aussi lors des soirées informelles passées avec Sylvie, Marie-Pierre et d’autres mangeurs.

AMAP, alebo Združenie pre podporu vidieckeho poľnohospodárstva, má za cieľ udržať malé hospodárstva na miestnej úrovni v súlade s východiskami trvalo udržateľného rozvoja. Inými slovami, usiluje sa o vznik poľnohospodárstva spravodlivého z hľadiska spoločenského a zdravého z hľadiska ekologického. Navyše umožňuje spotrebiteľom nakupovať kvalitné výrobky podľa vlastného výberu na základe presných informácií o ich pôvode a spôsobe výroby, a tiež aktívne sa zúčastňovať na záchrane a dlhodobom rozvoji miestneho poľnohospodárstva.
V AMAP sa spotrebitelia spoja s miestnym výrobcom prostredníctvom zmluvy, ktorá ich zaväzuje na začiatku sezóny odkúpiť časť celkovej produkcie, dodávanej pravidelne a za pevnú cenu. Výrobca sa zasa zaväzuje dodávať výrobky kvalitou zodpovedajúce pravidlám týchto Stanov (nasledujúci odsek), ako i zásadám vidieckeho poľnohospodárstva (viď prílohu).

renouvellement remarquable de la pensée et de l’action politique. Sans beaucoup exagérer, on peut
dire qu’elles offrent au citoyen-consommateur, au prix d’un engagement essentiellement moral, un
accès immédiat à une certaine Utopie.

Cette mission a été organisée comme mission inverse suite à la première mission en Lettonie d’un binôme d’essaimeurs français composé d’Isabelle BOUVIER et Sylvain RIOU en février 2009. Suite aux rencontres et discussions, mais surtout grâce à l’inspiration transmise par ces deux personnes fabuleuses, une première initiative d’AMAP lettonne a été lancée à Riga.

The fourth in a series of biannual events, Urgenci gatherings bring together farmers, activists, and researchers involved in CSA/Teikei/Reciproco/AMAP/ASC and other cooperative ventures linking consumers directly with producers. For the past two years, Urgenci has been focusing on “missions,” sending two-person teams, an AMAP farmer and a consumer activist, to countries in Eastern Europe and north Africa to spread the word about consumer-producer cooperatives and to facilitate adaptations in each country.

A recurring question goes as follows: are the products delivered in the AMAPs organic ? To put it into different words: are the producers delivering within the AMAP system organic farmers or not ? Beyond the largely justified concern of the consumer for the quality of the products she is purchasing, there are also the worries felt by many farmers involved into the AMAP network: they fear they could not identify anymore with a movement that would be welcoming producers without paying attention to the basics. Moreover, beside the AMAP network, some organic farmers are afraid of a kind of unfair competition which would be led by the AMAPs, where distributed products are claimed to be organic without any certification required from the producers.

Urgenci has decided to use the network newsletter to allow LSPPC actors in different parts of the world to have their say. We shall be interviewing a different person every time, so they can tell us about the initiatives in their own local area. This issue’s interview is with Wolfgang Stränz, who is giving his own viewpoint on the CSA’s in Germany. Translation from German: Jocelyn Parot.

In Estonia, the surface area of arable land devoted to organic farming does not exceed 90,000 hectares. With an average size of roughly 70 ha, organic farms can be estimated to number nation-wide slightly over 1250 unities .
