Comme vous le savez peut-être, la Commission Européenne (DG SANCO) travaille à l’heure actuelle sur la révision de la législation sur la mise sur le marché des semences et matériels de propagation (législation sur les semences).
Cette révision est une chance unique d’accroitre la prise en compte de la biodiversité, des choix des consommateurs et d’améliorer la situation des agriculteurs et des associations qui luttent pour la protection des semences et de la diversité.

he Information tour in the Czech Republic within the “CSA For Europe” programme took place on January, 20-24, 2012. It was focused on general public and farmers that already are involved in direct sale, veggie boxes, etc., but mostly were not aware of CSA at all. The information tour was meant as a set of workshops, lectures and public discussions in four major cities of the Czech Republic. The events took place in Prague, Brno, České Budějovice and Ostrava.

A new report from the Soil Association has found: 70% of CSA members say their cooking and eating habits have changed, 46% say their health has improved, 70% say their overall quality of life has improved. These and many other benefits and impacts can be found in the report. It’s an inspiring read, but also has useful facts for any funding application you’re making.

Urgenci, le Réseau International des AMAP, promeut depuis plusieurs années des échanges et formes de solidarité entre les AMAP dans les pays développés comme la France et leurs équivalents dans des pays du sud, confrontés à des problèmes de souveraineté alimentaire au niveau local chaque fois plus difficiles face à la mondialisation.
Dans ce cadre le vice-président du réseau, Oumar Diabaté, paysan malien en agro-écologie (formé par Pierre Rabhi) et en AMAP et un de ses collaborateurs se rendront en Alsace du 5 au 9 janvier pour parler de leur vécu et discuter avec les amapiens et les agriculteurs en AMAP d’Alsace de quelles collaborations concrètes sont envisageables, notamment dans le cadre de la coopération décentralisée. Les moments forts de cette visite sont une conférence débat qui aura lieu le 6 janvier à 20h au FEC à Strasbourg (voir l’affiche ci-jointe et ci-dessous) ainsi qu’une réunion ouverte à tous les amapiens intéressés le 7 janvier au matin. Le 7 après midi et le 8 janvier sont réservés à des visites de terrain et rencontres par petits groupes organisées en différents points du Bas- Rhin et du Haut Rhin.

As the scheme was partly paid on state money (up to 50 to 70 %, members paying the difference), Merit wanted to meet organic agriculture organisations and learn about different marketing means. We put her in touch with GABB Anjou, with Coralie Pireyre, who partly coached them during their stay. As for us, we prepared this « return trip » with much enthusiasm, as it was for us a logical following of our Estonian dissemination mission in Estonia with URGENCI in 2009 and 2010.

In the platform we try to advance the cause of CSA. We have info about various sorts of CSA on our website, and this year we organised a meeting for people involved in CSA and formed a group. Our first activity was to get a political party to ask questions in parliament about procurement rules for national and local governments, for a committee revising those rules had just advised the government NOT to include ‘regional products’ as one of the criteria.

While Local and Solidarity –based Partnerships are developing and opening economic possibilities for thousands of small farms, the pressure of town planning on the arable lands around urban centres is not weakening. On the contrary, it is now a new farm, the farm of Veronique and Alain Gatti, in the suburbs of Toulouse that is seeing its future overshadowed by a change in classification to one of urban zone. This 2 hectare farm is well-known to the activists of Urgenci, as it has received Portuguese and Czech delegations in 2007 and 2011 respectively.

Tandis que les Partenariats Locaux Solidaires se développent et ouvrent une perspective économique à des milliers de petites fermes, la pression d’urbanisme sur les terres agricoles périurbaines ne faiblit pas. C’est aujourd’hui la ferme de Véronique et Alain Gatti, à St-Jory en banlieue toulousaine, qui voit son futur assombri par un classement en zone urbanisable.
Cette ferme de 2 ha est bien connue des militants d’Urgenci, puisque des délégations portugaise et tchèque l’ont visitée en 2007 et 2011.

The growth of China’s middle class is driving an expansion of interest in ‘green’ and sustainable food, food that is perceived to be healthy, safe, and environmentally-friendly. Self-consciously ‘sustainable’ agriculture is a new phenomenon in China; but it has emerged from, and builds upon, an agrarian history that is markedly different from that of the West. In this paper, we address the relationship between the Chinese middle class, an overwhelmingly urban group, and Chinese sustainable agriculture, a largely urban-oriented enterprise, from the perspective of our work in establishing and operating Beijing’s first Community Supported Agriculture farm. We find that, in light of the development pathways taken by sustainable and alternative agriculture(s) internationally, there is much hope for the future of sustainable agriculture in China; and we predict that its development will be swiftest in (peri-) urban contexts.

Offering healthy, organic and fresh fruits and vegetables, without any market intermediary, ie directly from the producer to the consumer, is a simple idea that arouses enthusiasm around the world. Alas, this is not so simple to implement, and until now, no such offer existed in Togo. Because, first, you have to generate trust between farmers and eaters. And that’s obviously where the difficulties begin!
In Lomé, Togo’s first AMAP is just born this month, and the delivery of products will soon begin. Let us briefly tell how it has been made possible.

oposer des fruits et légumes frais, sains, bio, sans passer par le marché, c’est à dire directement du producteur au consommateur, une idée simple et qui, partout dans le monde, suscite l’engouement. Hélas, la chose n’est pas si simple, et c’est avec raison qu’aucune offre de ce type n’existe sur le marché au Togo. Il s’agit essentiellement de créer de la confiance entre ces différents acteurs, et c’est visiblement là où les difficultés apparaissent… La première AMAP (Association pour le Maintien d’une Agriculture Paysanne) à Lomé voit le jour ce mois-ci, et la livraison des produits commencera bientôt. Voyons brièvement comment cela est possible.

Après cinq jours d’échanges intenses et constructifs, le Forum européen Nyeleni 2011 pour la souveraineté alimentaire s’est terminé hier par l’adoption de la Déclaration Européenne pour la Souveraineté Alimentaire.
Plus de 400 délégué(e)s de 34 pays d’Europe se sont engagé(e)s à renforcer leur capacité collective pour exercer un contrôle citoyen sur notre système alimentaire et dénoncer celui imposé par l’agro-business. Ce faisant, ils ont élargi et renforcé le mouvement européen pour la souveraineté alimentaire.

Même un militant comme Shinpei a fini par se tranquilliser, et lorsqu’il s’est installé il y a 9 ans à Iitaté pour pratiquer sur 6ha de terres et forêt naturelle une agriculture respectueuse de l’environnement, les 40 km qui le séparaient de la centrale de Fukushima lui ont semblé suffisants. On lui avait expliqué qu’en cas d’alerte au tsunami les centrales seraient automatiquement stoppées. En réalité, une centrale a besoin d’électricité provenant de l’extérieur pour s’arrêter ; et environ 30 ans sont nécessaires pour que l’arrêt soit définitif.

es pays du Sud recensent 80% des ressources naturelles mondiales, attisant la convoitise des sociétés transnationales. Celles-ci sont prêtes à tout pour se les approprier à coup de brevets et autres titres de propriété intellectuelle.
Pour tenter de pallier cette biopiraterie, la Convention sur la diversité biologique propose un « partage des bénéfices » entre ces firmes, les peuples autochtones et les pays du Sud.
Presque 20 ans après l’entrée en vigueur de cette Convention, ce partage est-il réellement « équitable » et « bénéfique » pour les peuples ? Garantit-il la poursuite de l’innovation collective ? La valorisation marchande de la nature permet-elle de protéger la biodiversité ?

Many consumers fully understand the importance of eating locally grown food and implementing alternative economic projects based on fair trade. Yet the tide of multinational corporate globalisation has yet to turn. One of the main roots of the current food crisis, as well as of social unrest in general, is that farmers have been shouldering the risks of the increasingly ruthless global market alone. This has forced millions of them to leave the land.
The emergence of Teikei in Japan, Community Supported Agriculture in the USA and the UK, the Association pour le Maintien de l’Agriculture Paysanne in France, Agriculture Soutenue par la Communauté in Canada/Québec, Voedselteams in Belgium and many, many other initiatives shows how consumers and farmers around the world can provide a positive response to the same global pressures.
Local solidarity-based partnerships, are a way of contributing to greater solidarity between urban and rural communities. They are equally empowering for both the community and the farmers, and they offer one of the most hopeful alternatives to the current downward spiral. This is also the only model of farming in which consumers deliberately agree to share the risks and benefits with farmers.
We believe that the more we can learn from and support one another, the faster we will move toward local food sovereignty, sustainable agriculture and peaceful communities.

n 28th and 29th of March experts from three European countries visited Prague and Pilsen to present the concept of small-scale farming known as community-supported agriculture. Practised in the Western countries for several years now, this system helps small-scale farmers tide over their existential problems, bringing consumers quality local products plus good knowledge of their producer and supplier, the actual place and method of production, while bridging over the gap between the town and the country.

Summary of the project:
A 50-share vegetable CSA scheme based near Leeds, West Yorkshire, in a 2 acre walled garden. Members sign up for 12 months, at £614 for a full share, and £372 for a half share. One full-time grower is contract employed. Budgetary and planting decisions are made by the landowner.

Summary of the project:
The Community Supported Agriculture scheme farms around 700 acres on two farms, 3 miles apart; they are Tablehurst and Plaw Hatch. For 20 years, 500 acres of this land has been farmed bio-dynamically and the remaining 200 acres, which have recently been rented, are undergoing conversion to bio-dynamic status. The farms have an annual turnover in excess of £1m.

NAME OF THE LSP/CSA : Stroud Community Agriculture (SCA), UK.
Summary of the project:
In 2001 a group of people came together to find a better way to feed themselves. Within 3 months they were renting an acre of land and employing a vegetable grower. Within 2 years they had set up Stroud Community Agriculture (SCA) as an Industrial and Provident Society, were renting 23 acres of land, providing vegetables and meat to 60 families and
making a profit.
Six years on SCA is:
- renting 50 acres,
- employing 2 full time farmer/growers,
- providing vegetables and meat to 189 households,
- making enough profit to pay a bonus to its farmers/growers,
- paying for a part-time treasurer and membership administrator,
- buying in citrus fruit and olive oil from a sister CSA in Spain,
- maintaining a regular programme of social and working events.

NAME OF THE LSP/CSA : Gas Calci, Italy.
Summary of the project:
An ethical purchasing group (gruppo d’acquisto solidale in Italian- Gas) is composed of people who decide to get together for purchasing wholesale foodstuffs or everyday products, which they redistribute among them selves.
A group of purchasers is said to be “solidarity-based” when they decide to use the concept of solidarity as a guide criterion in the choice of the products they buy. It starts with members of the group addressing small and local producers which supply the products and is expanding to the respect for the environment, for the people of the “ south of the world” and to those who – because of the unfair distribution of wealth – are victims of the unequal consequences of the current model of development.

Summary of the project:
The community has formed around the environmental centre in Prague that provides free space for deliveries. Formally, the civic association PRO-BIO LIGA runs the community, however in praxis it is run more or less by the members. The community supports three farmers throughout the season mostly by means of payments in advance.

Summary of the project:
Gela is the first CSA-project in Austria. It started in December 2009. In the gela-project consumers agree to finance one year / one season in advance. Without the strong influence of market forces, it is possible to share the risks and to sustain the “Gärtnerhof Ochsenherz” with the core principles of ecological sustainability, quality and diversity.

Le Japon a été frappé ce jour par une catastrophe naturelle majeure. Cela s’est déroulé un an, presque jour pour jour, après le Colloque international d’Urgenci qui s’est tenu à Kobé, une ville qui avait été dévastée par le tremblement de terre de 1995. Au milieu de chaos, nos pensées vont aux personnes de bonne volonté qui nous ont hébergés et accueillis à Kobé, Tanba-City, Osaka, Tokyo et au village Miyoshi. Nous n’oublierons jamais les grands moments passés là-bas, avec eux. Depuis février 2010, quand le Japon est touché, nous sommes tous affectés.

Today, Japan was hit by a major disaster. This happened one year almost exactly after the International Symposium Urgenci held in Kobe, a town that was devastated by a deadly Earthquake in 1995. In the midst of destruction, our thoughts go to the good people who sheltered us in Kobe, Tanba-City, Osaka, Tokyo and Miyoshi Village. We will never forget the great moments we spent there. Thus, since February 2010, when Japan is hit, we are also affected.

This new way of action comes from our commitment on the sides of many organizations that, like us, are advocating a change in agricultural policies in order to create the conditions for Food Sovereignty all over the world. Implementing Food Sovereignty through concrete actions is exactly what URgenci members, farmers and consumers, are doing everyday in their CSAs. Seul ou avec votre AMAP, prenez en main la politique agricole en tournant une mini-vidéo (trois minutes peuvent suffire) où vous exprimerez ce que représente la souveraineté alimentaire pour vous : il suffit d’utiliser Youtube, puis Facebook, Twitter, vos blogs… pour diffuser largement vos convictions.

Dans sa course effrénée au développement, le peuple de Taiwan s’est déconnecté de la plupart de ses traditions agricoles, de ses compétences rurales et de la sagesse des agriculteurs Hakka ou des tribus indigènes de l’île. Une redécouverte de cet héritage est pourtant peut-être en train d’avoir lieu.

Plutôt qu’un compte rendu exhaustif sur nos visites et rencontres sur place, nous avons préféré relater ici nos impressions sous forme de flash-coups de coeur et synthèses des évènements et avancées par rapport à notre dernière visite. Nos rencontres se sont déroulées en trois temps :
- le premier avec Irena O’Connell et Sirkka Pintmann, initiatrices des OTT (sortes d’amap) et des groupes de consommateurs et des producteurs des OTT de Raasiku et Kuusalu ,
- le second avec Merit Mikk, de la Fondation estonienne de l’agriculture biologique avec des représentants de différents groupements d’agriculteurs biologiques et des groupes de consommateurs,
- le troisième, sous l’égide de Merit Mikk et à l’initiative de l’association des agriculteurs biodynamiques estoniens, avec un colloque au manoir de Saue sur les alternatives existantes à une alimentation industrielle et importée. Ce colloque a rassemblé entre autres les diffférents représentants des groupes ci-dessus ainsi que des producteurs et consommateurs indépendants.

Within the boundaries of the base, the army still holds 27 hectares. 20 families also live there, with several well-developed market farms and a no-permit factory. Ren-Ji said 1/3 of the resident families like his idea for an eco-farm park, 1/3 want to sell out to developers and 1/3 are undecided. He wants to take it slowly and have a democratic process.

reening the city is the main topic this year for the community organizing class that meets Saturday mornings. The instructor is an energetic man, Tung-Jye Wu, who seems to be one of the main instigators of the July 17 action I described earlier. TJ, as he is called, has a great sense of humor and greets the absurdities of life with a loud, spontaneous laugh that gets everyone laughing with him.

In their headlong rush to development, the people of Taiwan lost most of their connections to their farming traditions and the rural skills and wisdom of Hakka farmers or the island’s indigenous tribes. But a rediscovery may be underway. Early in the summer of this year, the government proposed to change the country’s laws on farmland, eliminating the protections for small-scale family holdings. The proposal precipitated a visceral response. Within ten days, citizens organized and thousands of people turned out on July 17 when the Taiwan Rural Front planted a rice field in front of the Presidential Palace in Taipei. It was, in the words of a Tao-Yuan planner, “a watershed moment”. Rural organizers invited me to crisscross the island giving talks and visiting farms in the hope that Community Supported Agriculture will contribute to a “rural renaissance.”

In the model established by Ehne, it is clearly a producer Union that takes the initiative. It is the Union that offers its human, logistic and communication means at disposition. It is the Union that structures the network of producers and, ultimately, makes the last decision between all of the suggestions. The Union also makes the tradeoffs. This reminds of the Quebec case where the committee is in charge of following the Equiterre network, made of 12 farmers that represent the 100 of farms in the network that makes the decision whether or not to integrate the farmers willing to participate in the community supported agriculture. The professional dimension is even more affirmed than in France, which is presented as an answer to the will of the producers themselves.

Nekasarea : is a network of organized producers and consumers that have been operating in Biscaye for the past two years. Beyond the Basque wordplay, which the reader will certainly have understood, is hiding a structure for which the word organization is not an empty concept. For the past four years, the farmers Union Ehne-Biscaye, founding member of La Via Campesina (in 1996), has devoted a lot of time and effort to the implementation of initiatives in Partnership and short-circuits in food production and distribution. This was inspired, among others, by the French AMAP (Community Supported Agriculture) experience. In 2010, there are already nearly a hundred farmers who organize their production to sell directly to consumers.

Comme les bonnes recettes de grand-mère, la recette Nekasarea est simple, mais elle demande de l’expérience (le réseau est porté par un syndicat qui s’appuie sur 40 ans d’histoire de luttes paysannes), de bons ingrédients, variés et de terroir, comme l’épicerie de Zeanuri, et de la patience, dont témoignent les animateurs du projet, au cours de formations menées inlassablement, semaine après semaine.

Depuis 4 ans, le syndicat paysan Ehne-Biscaye, membre fondateur de La Via Campesina (en 1996), consacre ses efforts à la mise en œuvre d’initiatives de circuits-courts alimentaires et en partenariat, inspirés, entre autres, de l’expérience des AMAP françaises. En 2010, on recense déjà une centaine de paysans qui organisent leur production afin de réaliser une vente directe avec les consommateurs.

The N.I. Vavilov Institute of Plant Industry is the only research institute in Russia dealing with the collection, conservation and study of plant genetic resources. The Vavilov Institute developed from the Bureau of Applied Botany founded in 1894 in the Russian Ministry of Agriculture. In 1967, it was named after Nikolai Ivanovich Vavilov who, as the Institute’s director from 1921 to 1940, dedicated his career to collecting hundreds of thousands of cultivars from all over the globe. As a result of challenging the presiding thoughts about genetics, Nikolai Vavilov was thrown in jail by Stalin and died in prison in January 1943. The Institute owes its tremendous prestige, its dramatic history, and the wealth of its collections to the figure of Vavilov.

Le réseau Urgenci appelle les autorités russes à surseoir au projet immobilier qui menace la station de Pavlovsk.
L’Institut Vavilov est la collection officielle de semences de plantes cultivées de l’Etat russe. Ayant succédé à la collection impériale fondée en 1894, l’Institut a pris le nom de Nikolaï Ivanovitch Vavilov en 1967. Celui-ci en fut le directeur entre 1921 et 1940, consacra sa carrière à la collecte de centaines de milliers de variétés cultivées, partout sur la Terre, fut emprisonné par Staline et mourut en détention en janvier 1943. L’Institut doit son immense prestige à la personnalité de Vavilov, à son histoire parfois tragique, et à la richesse de ses collections.
